WinRAR Professional
The archiver that half the internet is packed with, with recovery records, solid compression, and multi-part splitting, licensed so the reminder window never appears again.
A disk toolkit that covers partitioning, recovery, cloning, and low level repair from one window, in the Professional configuration with every recovery and imaging module enabled.
Overview
Most disk tools do one job. This one covers the whole set, which matters because disk problems rarely arrive alone. A partition disappears, the file table is damaged, the drive is starting to report bad sectors, and the sensible order of operations is to image first, then recover, then repair. Doing that in three separate programs wastes the time you do not have.
The partitioning side handles what you would expect and a few things you would not. Resize, split, merge, and move partitions without losing data, convert between the two partition table schemes without wiping the disk, adjust cluster size in place, and rebuild a damaged boot record from the tools menu rather than from a recovery console.
Recovery is the part people install it for. It scans for lost partitions, reconstructs deleted file tables, and pulls files out of formatted or damaged volumes, with a preview so you can confirm a file is intact before writing it anywhere. Recovery from a virtual disk image is supported, which is the correct way to work on a failing drive.
Cloning and imaging round it out. Whole disks or single partitions can be copied sector by sector or intelligently, migration to a smaller solid state drive is handled by the intelligent mode, and a bootable rescue disc can be written from the program for machines that will not start. The Professional configuration unlocks all of it.

Questions
Sometimes, but image the drive first and recover from the image. Repeated scanning of a failing drive makes things worse.
The operation is designed to be safe, but a power loss during it is not. Have a backup before starting.
Yes, conversion is done in place, though a backup beforehand is still the sensible course.
Yes. The bootable environment carries the recovery and partitioning tools.
