WinRAR Professional
The archiver that half the internet is packed with, with recovery records, solid compression, and multi-part splitting, licensed so the reminder window never appears again.
A disk management tool for resizing, moving, merging, and migrating partitions without losing what is on them, with a bootable WinPE build for the operations Windows will not allow on a running system.
Overview
Partition Master exists because the disk tools built into Windows do only half the job and refuse the rest. Resizing a system partition, moving one along the disk, merging two, or converting between partition table types are all everyday needs that the built-in tool either cannot do or will not do on the drive Windows is running from. This program does them, and does them without destroying the data in the process.
The core operations are non-destructive. A partition can be shrunk to free space, another grown into it, two adjacent ones merged, and the whole layout rearranged, all with the existing files carried through intact. The changes are queued and previewed first, then applied together, so the plan can be checked before anything touches the disk.
Migration is the feature that gets a machine onto a new drive. The whole system, including the boot configuration, can be cloned to a larger disk or an SSD, so an upgrade is a copy rather than a reinstall. Disk cloning covers the same ground for a full byte-for-byte duplicate.
The bundled WinPE build handles the operations that cannot run while Windows is using the drive. It boots the machine into the tool from external media, so the system partition itself can be resized or migrated from outside the running system.

Questions
Yes, though system partition operations complete through the WinPE build, which works from outside the running system.
The operations are non-destructive, but back up first anyway. Power loss mid-operation can still cause damage.
Yes. It clones the whole system including the boot configuration, so the new drive boots as the old one did.
Yes, in place, without wiping the disk, which the built-in Windows tool cannot do.
